Why is a permanent wave process NEVER permanent ?

Maybe for some people, the perm fades away, but for others like me, the perm is permanent. The only way for me to get rid of it is to cut it off.

Of course the new growth isn't permed, so if someone wanted that straight hair curly, that part would need to be permed.
